
The City of Des Moines is continuing work on the Comprehensive Plan 2024 periodic update. Like many other local cities, the targeted completion date has been extended.
Recently, the King County Affordable Housing Committee reviewed the draft Housing Element of the Plan and praised much of the work and policy development that has taken place, stemming from the efforts to produce and adopt a Housing Action Plan. The Committee also pointed out some opportunities for the City to further align the draft with the County wide Planning Policies document.
Next, the City has contracted with the firm Fehr & Peers to perform the work necessary to update the Transportation Element of the Plan.
Staff is preparing to take drafts of the Introduction, Healthy Des Moines, Conservation and Environment, Capital Facilities, Utilities and Public Services, and the Parks and Recreation elements to City Council on April 3, 2025. Copies of these drafts can be found on the “New Draft Elements” tab.
Drafts of the Land Use, Housing, Economic Development, North Central Neighborhood, Marina District, and Pacific Ridge elements are anticipated to go to Council on May 1, 2025.

The Des Moines Comprehensive Plan serves as a roadmap that expresses our community's goals and aspirations for how we want to grow and prosper into the future. The City of Des Moines updates its Comprehensive Plan in accordance with the Washington State Growth Management Act (GMA) governed by RCW 36.70A. The next periodic review and update of the Comprehensive Plan needs to be complete by December 31, 2024. A necessary periodic update of the Comprehensive Plan is a thorough process in which we review each element of our plan and evaluate new laws and requirements. While the updates take years to undertake and are often expensive, the City of Des Moines has been awarded $125,000 by the Department of Commerce specifically to help fund the 2024 update. The Comprehensive Plan is made up of chapters, often called "elements" that are to be updated during this process.
